
Major Investment in Tallinn’s Golden Ring
The planned Laagri Elukeskus is intended to serve as the region’s new hub for active living, where sports, community activities, and everyday services come together. The centre’s gross floor area is approximately 9,259 sq. m, and the rental area is about 7,786 sq. m. For now, 70% of the centre’s space has been leased. The building is planned to have two full floors and a partial third floor, along with 153 parking lots. The author of the building’s architectural solution is PIN Arhitektid.
Reterra is establishing the centre in collaboration with local residents who understand the region’s needs and the community’s expectations. Reterra’s partners are the long-time leaders of the Laagri Tennis Centre. The common goal is to create a place in Laagri that supports an active lifestyle for local residents, offers high-quality sports facilities, and becomes a natural gathering place for families, recreational athletes, and residents of the surrounding area.

The anchor tenants of the development are the PadelPoint padel centre, Selver supermarket and 24/7 Fitness, along with service providers and dining options. According to Reterra, the need for a new centre stems primarily from the rapid growth of the Laagri area and the changing expectations of its residents. More than 26,000 people live in Saue Parish, and the population of Laagri has grown steadily in recent years.
According to Saue Municipality, the new development demonstrates the region’s growing appeal to both residents and businesses. “We welcome all entrepreneurs in Saue Municipality who are ready to develop commercial services of public interest. The growth in business interest in the region is a clear indication of how population growth and the diversity of services go hand in hand,”” says Andres Laisk, Mayor of Saue.

Modern and energy-efficient solutions are being used in the construction of the new store: residual heat from the CO2 refrigeration system is used to heat the store and warm domestic hot water; LED lighting and ventilation operate on an as-needed basis; and electronic price tags in the fruit and vegetable section as well as bakery section help reduce paper usage.
The Laagri Elukeskus is planned for an area surrounded by residential neighbourhoods, educational institutions, and sports facilities. The centre is easily accessible both by car and train, and its location supports the goal of strengthening Laagri’s role as a regional hub.
The expected start of the construction is scheduled for the second half of 2026, and the centre will be completed by the end of 2027.
